Recently I've been working with some audio, and I just used the notch filter to remove some microphone buzz. It worked pretty well, but there is still a noticeable noise. It's like the original buzz is now just very muffled. It's pretty quiet, but still noticeable when there is a break in other sounds. I want it to be completely silent when there is a break. Is there a way I could automatically mute audio below a certain decibel level, say 30 decibels and lower?

No, but you could either dip the level in the sections to be muted using audio level nodes or mark/park remove the audio completely in those sections - though that may need placing fades to make the transition gradual.

EDIT: In the demo I neglected to group A1/A2 - that would have automatically duplicated the level change in all grouped tracks

You may be dealing with broad band noise. I use a program called Sonic Visualizer to identify stronger frequencies in the image. Then you may want to use the entire EQ filter bank to address up to four frequencies. You can also add an "air" or "ambience" noise track to cover what remains.

Basically, you are asking for a noise gate.
