I've never seen ADTS before. Referring to this paper from 2012, it's a audio-only transport format for AAC audio streams, specified in MPEG-2 and MPEG4, used by some mobile devices. I'm not sure if any streaming service uses this format nowadays.
It's better to travel well than to arrive...

It's an up to the minute contemporary TED2020 topic - so someone's using it.

EDIT: Being TED/TEDx perhaps it's the way of the future?? That would mean really crap mono sound from here on in.

ADTS is just a transport format. It has no impact on the quality of the AAC encoded content. Bad recording/encoding results in bad quality, ADTS just transports the garbage to the listeners.
It's better to travel well than to arrive...
