Was the image cropped by the program, or would you like to place the image small on a different background?

For normally imported images, these are automatically scaled to the project dimensions. If the aspect ratio deviates from the standard 16/9 aspect ratio, then either black bars remain, or it is automatically zoomed, which cropped something from the image.
This behavior can be changed in the project settings.

Otherwise, scaling is done with effects.
This can be for example the "2D DVE" effect, and the "3D DVE" effect.

The "Image key" effect also has scaling settings, but behaves differently because it imports the image directly into the effect settings, thus bypassing the automatic pre-scaling mentioned above. This allows this effect to use the original resolution of images, which can be advantageous when zooming in.
