Welcome to the forum.

I've a feeling that has been solved, but does your password have any special characters in it?

The license files are not saved in the actual installation folder in which the program is, but in the separate Lightworks folder in which your projects, settings, etc. are saved.
But even with the free license I never used the offline activation. Does your computer have no internet connection?

This message indicates trouble with your internet connection. In rare cases it may indicate temporary problems with the licnesing server. Perhaps, your firewall blocks access for Lightworks?

That depends on the software you use. Usually firewall software can be configured.

If there's a feature to fully disable all firewall functions temporarily, try and see what happens. Also, Windows Defender Controlled Folder Access is know to cause trouble under certain conditions.
