When I try to play video in a timeline, it lags terribly, stalling roughly every second. I'm on a weak computer, so I'm sure that's to blame, but is there something I can do to make video playback more functional? For instance, is there a particular file format and/or codec that works more smoothly in Lightworks? I'm using MP4 H264 right now. Will totally uncompressed video run best?

Sure, if your storage subsystem is efficient enough. The point is every NLE works better on intra-frame coded streams than on inter-frame ones, especially when inter-frame is LongGOP. The last is the case of H.264.

Just convert to Mpeg 2 I frame at around 50mbps and give it a try.

I tried converting it to what Greg suggested and it kept saying encode failed, so I tried uncompressed video and I got this weird result where the video flickers constantly and the top of the picture has been moved to the bottom, and the bottom has been moved to the top (but it's not upside down, they've been shifted and they flicker back and forth). It's really strange, but it did play back at normal speed, so maybe if I poke at it I can get it to work properly.

The only reason of such behavior which comes to mind is that your source was interlaced and was converted with the reversed field order.

Alright, I just re-encoded the original video as MPEG 4 CBR and it's running perfectly. So everything is resolved, thanks for all the help.
