On my Windows 10 system, when I press F12 for fullscreen I still have this timeline bar at the bottom.
Not only that it can be distracting when you want to preview your final result, it even overlaps with the actual video frames.
I already turned playback controls off.

How to turn the bar off?
Lwks x64 2020.1 revision 122068, pro license, on Windows 10

HARDWARE:
.Intel Core i7-4710HQ Quad-core 2,50 GHz, 16 GB DDR3 SDRAM
.GPU: NVIDIA GeForce GTX 860M with 4 GB RAM
.Sound: Onboard (Realtek)
.Disks: 250 GB SSD internal (OS/programs), 1 TB SATA internal for source footage

CAMs: Sony PXW-X70, NEX-5n, Xiaomi Yi 1080p

If you have two screens it isn't a problem, you just move your mouse pointer off the full screen display and the extras vanish. It sounds like a design oversight. Maybe a feature request would be a good idea.

Weird: For the first time ever now it works for me (having only 1 screen, the built-in one at my notebook).

All I remember what I did different was clicking the Play button besides the timeline, instead of pushing the L key on my keyboard.

I will watch this and reply again if the other behavior comes back.

I like the on-screen controls on the full-screen display. The underlying logic appears to work as follows:

1. The on-screen controls are activated when hovering with the mouse over the full-screen display. With a single-monitor setup this means that they are always on.
2. Any play command hides them.

However, I can imagine, for people with single displays who dislike the on-screen controls, a switch to disable them entirely would be a relief.
It's better to travel well than to arrive...
