I've checked this post for answers, and the workaround doesn't seem to work.

I can type more than 16 Mbps in the boxes, but it doesn't seem to be saving the settings. I've purchased the Pro version.

Ok, wow, even though I went back in and the settings didn't seem to take, it did indeed export at the settings specified. That needs to be fixed, or if it was by design, an enhancement made.

I assume you're Exporting one of the compressed codecs. IMO, best results are had by Exporting to an Uncompressed Master file then use your favourite FFMPEG based transcoder to compress your Deliverables as required. eg: Uncompressed .MOV to H.265/H.264 MP4

I suspect it's kind of a hidden feature. Entering first "Max bit rate" manually higher then default overrides the maximum for manual entry temporarily. Reopening the panel resets effectively and visually to defaults. You can save such manual adjustments from cogs menu of export panel as preset, select "Save settings as user preset..".

From my point of view, h.264/MP4 encoder presets in Lightworks for HD export provide a good balance between file size, encoding speed and quality. Export is comparably fast.

For special purposes, e.g. reducing encoder speed significantly to target quality and size (more in-depth frame analysis), it's really worth considering Craig Marshall's suggestion.

Are the adjustment ranges of the slider, and the default settings, depending on the export dimensions set?
(For 4k, 16 Mb would be far below the YouTube recommendations.)

With V14.5, Youtube 2160p24 export preset is apparently set to avg. 45 / max. 48 Mbps (and possibly min. 45 which would be nuts).

A side note: Youtube isn't godfather of compression settings and, bitrate is only one of many parameters which influence quality of h.264 encodings. The rest of the adjustable "bells and whistles" of the MainConcept encoder are simply not accessible on the export panel (in my view, for very good reasons).
