Although you haven't found out what it is, I can just repeat: This looks,now even more than before, as if something on your computer blocks access to "C:\Users\Public\Documents\Lightworks\" for Lightworks.

I've never recommended working around such an error by trying to install as administrator. I don't know what installer you are using and it might be infected. If you are sure that it isn't infected, you can try on your own risk.
