I'm pretty sure I was running 12.5 or 12.6 from 10/2016 till the PC died 3/2018 I'm ready to begin again and wondering about 14.0 or 14.5 beta.
Which is safer/more stable to install 14.0?

I think the current Beta 14.5 revision 107216 (RC 7) is more stable than 14.0, and supports more media and many interesting new features.
Some projects that did not work in LWKS14.0 due to damaged project files could automatically repair by LWKS 14.5. There are also offline media repair features, and deleted clip tiles can also be restored.

If you are using old projects then note that with 14.5 machine black now is no longer transparent. (if you've used transparency black for your effects).

Having current project backups of any needed projects is always a good idea.

I should have stated I was using the free version of lightworks.
I'm not sure what "using older projects" or "machine black" means, I play video games and make youtube videos, all the games are old to some degree if that's what you refer to as old projects.

I never did anything fancy, just making simple text intros and exits and splicing clips together.

Thumbs up for V14.5 beta, in particular with game recording, because of support of variable frame rate and new proxy formats.

V14.5 is close to release and then, you'll have to use V14.5 anyway with the Free license.

Wait do I need to install quick time for 14.0 or 14.5? I don't recall doing that for the previous version

Good I panicked while watching the 12.1 tutorial earlier this eve. Will the site be updating the tutorials to jibe with the current version or is the setup and operation the same for both?

Check out the Lightworks version 14 quick start guide. It's in the downloads section. That covers the "fixed" interface. The "Flexible" interface is still pretty much as it ever was.

If you follow the procedures the V12 tutorials will work with V14 and V14.5, just keep an eye out for possible menu changes. The one big change is shift for insert when drag and dropping with the mouse.

Ignore the layout when using the fixed layout, keep to the procedures and use the tabs to change the workspace as required.

I remember a change back in 2017 that altered the work station and someone helped me navigate to the menu that allowed the switch between fixed and flexible.

When I was learning 12. I wrote down and kept all the procedures I required to start, edit, intro/exit, fades and dissolves, render and upload to youtube, I hope some of the instructions still hold up.

I intend to install 14.5 this aft and would appreciate help when I get stuck. I'll try to be as succinct as possible when asking, understand I'm not up on the accepted lingo.
