We're back in well known waters. Yes, mono sources fill one track in the timeline. There's no automatic doubling.

It's best practice to put mono and stereo recordings on separate audio tracks, so you can pan the mono channel with the mixer. Stereo tracks have only one valid pan setting, full out left/right.

Theoretically, you can double the mono track, hold down Ctrl, grab and drag&drop, however this drives sound engineers nuts on a regular basis, if there should be one involved.
