Does the 3D LUT effect interpolate for non-existing values and if so, does it use the settings of GPU Precision, or maybe always 32-bit float, or maybe even only 8-bit?

The 3D LUT is itself 8-bit, but the interpolated output values are floating-point. Whether they remain floating-point thereafter is governed by the GPU precision setting.
