Is there a major reason that the link files have to reside in the root folder of a drive? why are they not stored in the project folder?

Also, if I want to backup my files and I have clips that are linked, how can I later on relink when my folder structure has changed? Are the link files stored in the LW backup format? Or how do you guys do that?
